2003 年台灣遭逢 SARS 疫情及配合華山創意文化園區整修期程,藝博會延至 2004 年 3 月,由理事長劉煥獻、副理事長徐政夫、秘書長石隆盛籌辦。時任文建會主委陳郁秀也在專刊序文中指出,中華民國畫廊協會主辦的「台北國際藝術博覽會」已邁入第十一屆。在文建會的支持下,台北國際藝術博覽會首度移至華山創意文化園區舉行,本屆藝博會集合了產、官、學三者一體的聯合策展方式,大會主題定名為「藝術開門」,具有「藝術開門.繼往開來」之意,亦有「敞開門扉.百納結緣」推廣藝術的用意。國內參展畫廊 28 家,大會首次規畫「年度藝術家」專題,以展現多樣的創意手法。
In 2003, Taiwan faced the SARS epidemic, and due to the renovation schedule of the Huashan Creative Park, TAIPEI ART FIAR was postponed until March 2004. The fair was organized by the chairman of TAGA, Liu Huanxian, the vice chairman Xu Zhengfu, and the secretary-general Shi Longsheng. In the preface of a special publication, Chen Yuxiu, who served as the chairperson of the Council for Cultural Affairs at that time, emphasized that the TAIPEI ART FAIR held by TAGA had reached its 11th year. With the support of the Council for Cultural Affairs, the inaugural TAIPEI ART FAIR took place at the Huashan Creative Park. This edition adopted a collaborative curatorial approach that integrated industry, government, and academia. The theme of the exposition was named "Art Unveiled," signifying both “unveiling art, carrying forward," and the intention to "open the doors and embrace connections” in promoting art. There were 28 domestic galleries participating, and for the first time, the exposition presented a special exhibition featuring "Artist of the Year" to showcase diverse creative talents.
